During the Korean War, the US Department of Defense (DOD) finally wised up and said that they should own their own boxcars for military purposes. In 1951, the USN purchased 23 boxcars to be spread out amongst all their rail-serviced yards and facilities to ease the transport of shells and other naval munitions.
